ADC Update on Fighting IHRA and Anti-Dissent Bills in Wisconsin
Our work in Wisconsin has been intensive and sustained. Since November 2025, we have been persistent in leading and supporting coalition efforts to oppose two sets of dangerous bills that threaten free speech and target our communities: the IHRA bills, SB 445 and AB 446, and the anti-dissent bills, AB 672 and SB 650.
Throughout the legislative process, ADC has worked alongside community partners in Wisconsin while mobilizing ADC members across the state to contact lawmakers, submit opposition, and push back against these proposals. We also submitted testimony for the record during a hearing on AB 672.
Right now, our immediate focus is the IHRA legislation. These bills are now only days away from reaching the governor’s desk. Despite last-minute amendments, the core constitutional problems remain unchanged. These proposals still threaten protected speech and dissent by attempting to embed a politicized definition of anti-semitism into state law.
February 18 | ADC Sounds the Alarm: Last-Minute “Safeguard” Confirms IHRA Bills are Unconstitutional
On March 9, ADC, alongside 40 organizations, submitted a formal coalition opposition letter to the Wisconsin Governor, Senate, and Assembly urging rejection of SB 445 and AB 446 in their entirety. The letter makes clear that the last-minute amendment does not resolve the bills’ constitutional flaws. Wisconsin already has strong hate crime and anti-discrimination laws. Codifying the IHRA definition would embed viewpoint discrimination into state law and chill protected political speech.
