The fight to defeat the IHRA bill in Wisconsin is still ongoing!
SB445 passed the Senate, but the Assembly is now out of session, so it cannot move forward.
AB446 is the only version that passed both chambers.
That means AB446 is the bill heading to Governor Evers’s desk, and our demands have not changed. We urge Governor Evers to VETO AB446 with all its amendments.
AB446 is the Assembly version of the same Senate bill which aims to codify IHRA in Wisconsin law.
Codifying IHRA doesn’t protect civil rights—it creates a legal framework that shields Israeli policy from criticism, silences Palestinians and their advocates, and rolls back civil liberties at home, weaponizing antisemitism to neutralize critics under the guise of protection.
The amendment adopted by the Assembly does not change the risk of harm to free speech rights. The amendment states that students attending any public school or university will not be subject to any new civil or criminal penalty. This ultimately does not offer any real protection, because all state and local agencies that interact with these institutions, such as the Department of Public Instruction and Board of Regents for the UW System, will still be required to consider the IHRA definition when an allegation of antisemitism or discrimination is made.
These bills are part of a broader national effort, including the Heritage Foundation’s Project Esther, to silence dissent under the guise of combating antisemitism. By voting for IHRA, lawmakers enable this MAGA agenda and roll back First Amendment protections.
Codifying IHRA would turn Wisconsin into the next testing ground for suppressing Palestinian advocacy and academic freedom.
